Hi Laurent, The list of geo targets may not contain certain locations (cities, postal codes, etc.) that aren't eligible for targeting. If you're looking for a location that *contains* a specific city, I'd recommend trying a search by name via LocationCriterionService <https://developers.google.com/adwords/api/docs/reference/v201702/LocationCriterionService> as shown in this example <https://developers.google.com/adwords/api/docs/samples/java/targeting#get-location-criteria-by-name>. If that doesn't yield results, please pass along some of the location names you're trying to find and I can investigate further.
