1. The limit of 1,000,000 campaign targeting items applies to all targeting types. 2. The targeting types listed here <https://developers.google.com/adwords/api/docs/appendix/targetingtypes> count towards this limit. Campaign-level criteria includes all of the criteria types listed on the Criteria Usage table <https://developers.google.com/adwords/api/docs/appendix/criteria-usage> where Target or Exclude is checked. 3. You can perform a CampaignCriterionService.get() <https://developers.google.com/adwords/api/docs/reference/v201702/CampaignCriterionService#get> request to get the current count of CampaignCriterion in your account and then perform a CampaignCriteironService.mutate() <https://developers.google.com/adwords/api/docs/reference/v201702/CampaignCriterionService#mutate> operation to remove criterion from removed campaigns as well. Please note that there can be a maximum of 10,000 location targets per campaign. Removed items do not count towards your account limits. Could you provide your AdWords clientCustomerID where you observed this error even after removing CampaignCriterion? Please use *Reply privately to author* when responding.
