Hi, The TrafficEstimatorService <https://developers.google.com/adwords/api/docs/reference/v201705/TrafficEstimatorService> does not necessarily require for your ads to be already serving before you can use it to estimate keywords since the KeywordEstimateRequest <https://developers.google.com/adwords/api/docs/reference/v201705/TrafficEstimatorService.KeywordEstimateRequest#keyword> does not require a keyword ID that is associated to any other AdWords entities.
