Hello Yi, You will need to implement Paging <https://developers.google.com/adwords/api/docs/reference/v201705/AdwordsUserListService.Paging> whenever you use the AdwordsUserListService.get() for getting this many userlists in order to limit the number of results you retrieve per request and avoid encountering the error.
