Currently, as per documentation <https://developers.google.com/adwords/api/docs/guides/bidding#bid_modifiers>, campaign level bid modifiers can be retrieved using the get() method of CampaignCriterionService <https://developers.google.com/adwords/api/docs/reference/v201705/CampaignCriterionService#get> and CampaignBidModifierService <https://developers.google.com/adwords/api/docs/reference/v201705/CampaignBidModifierService#get>. You can consolidate data generated from those services with the available data from the Campaign Criteria Report <https://developers.google.com/adwords/api/docs/appendix/reports/campaign-criteria-report> .
