1. A Campaign may have the status "limited by budget" when its budget is lower than the recommended daily budget <https://support.google.com/adwords/answer/25426>. I'm afraid its not possible to get the recommended daily budget using AdWords API at the moment. 2. A Campaign's cost could be more that its daily budget when the campaign is spending more of the budget on days with higher Search traffic and less on days with lower traffic. Your total daily cost might be up to 20% more than your average daily budget. However, you won't be charged more than your average daily budget multiplied by the average number of days in a month (30.4). Please see this guide <https://support.google.com/adwords/answer/2375423> for more details on why costs might exceed your average daily budget.
