Hi Giles, I am afraid geo <https://cases.corp.google.com/>targeting is still available only at campaign level via the web interface. Therefore, there are no services for the same at the API level as well. Please keep an eye on our blog <http://googleadsdeveloper.blogspot.com/search/label/adwords_api> for any recent updates. You may post your question on the advertisers community forum <https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords#> as the product experts there would be better equipped to assist you.
