The behavior you are encountering should be normal. The elements or fields 
returned in the response should only include those which you specified in 
your request.

Although slightly crude, you could include a AdGroupCriterionService.get() 
<https://developers.google.com/adwords/api/docs/reference/v201802/AdGroupCriterionService#get>
 request 
right after you create the AdGroupCriterion objects to retrieve the 
CriterionUse 
<https://developers.google.com/adwords/api/docs/reference/v201802/AdGroupCriterionService.BiddableAdGroupCriterion#criterionuse>
 value.
