Hello Mancy, Do you mean, A is a Production Manager account with Test access and B is a Test Manager Account? If yes, then under A, you can locate the Developer token and Access level under the API Access tab in your AdWords MCC account after clicking AdWords API Center under Tools, Setting and billing icon. Then, apply from that account for standard access <https://developers.google.com/adwords/api/docs/access-levels#standard_access> or by filling out this form <https://www.google.com/appserve/fb/forms/standardaccess/>. API compliance team will get back to you via the email address mentioned as API contact email under AdWords API Center of your MCC account within a business day after submitting the form. Also, note that any approved developer token can be used to make API calls against any AdWords account. Let me know if you have any further questions.
