Hello Avinash, It is not required to add Product Group to every AdGroup in your Campaign, but in order to serve ads for your Shopping campaign, you must create an AdGroup with at least one ad in the ad group. You could refer this guide <https://developers.google.com/adwords/api/docs/guides/shopping#creating_a_shopping_ad_group_and_ads> to know more about creating a shopping campaign and product partitions. You could refer to the examplesAddShoppingCampaign.java <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201806/shoppingcampaigns/AddShoppingCampaign.java> and AddProductPartition.java <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201806/shoppingcampaigns/AddProductPartitionTree.java> to know more about creating shopping campaigns and product partitions.
