Hi,

Yes, this is an expected behavior. The keyword id alone is not globally 
unique. But the combination of ad group id + keyword id (criteria id) will 
be a unique combination. Please check this guide 
<https://developers.google.com/adwords/api/docs/guides/objects-methods#object_id_uniqueness>
 
for more clarity.
