As for excluding all existing products, I'm afraid that there is no direct way to achieve this. Using the AdGroupCriterionService.mutate() <https://developers.google.com/adwords/api/docs/reference/v201806/AdGroupCriterionService#mutate> method, you will have to REMOVE it and ADD it again, however this time, you will need to ADD it as a NegativeAdGroupCriterion <https://developers.google.com/adwords/api/docs/reference/v201806/AdGroupCriterionService.NegativeAdGroupCriterion> .
