Hi, Yes, you will be required to sign up for a MCC <https://developers.google.com/adwords/api/docs/guides/signup> in order to acquire a developerToken that you can then request basic access <https://developers.google.com/adwords/api/docs/access-levels#basic_access> by filling up and submitting this application form <https://services.google.com/fb/forms/newtoken/>. Every AdWords API request whether through the installed app or web flow will require a developerToken and the appropriate OAuth2 credentials <https://developers.google.com/adwords/api/docs/guides/authentication>.
