you are encountering the issue. Also, for the benefit of others in this
forum who are also encountering a similar error, you may refer below for
the contents of my reply :

One thing about this service is that it is a more expensive one, in terms
of usage, as compared to all other services of the AdWords API. The error
that you encountered is counted against the usage across all accounts under
a certain period of time.*
*When traffic of the usage of this service is high, then it is most likely
that this issue will occur. There is currently no workaround for this, and
the only suggestion our team can give is to wait for a while before
executing requests using this service."*
