In the Adwords API I see that there is the GeoTargetTypeSetting <https://developers.google.com/adwords/api/docs/reference/v201809/CampaignService.GeoTargetTypeSetting.PositiveGeoTargetType> type which lets you specify inclusions/exclusions for LOP and AOI.
