If you are using the Google Ads API

the API call, you should pass the login-customer-id in the header of the
API call. You could refer this blog post

If you are using AdWords API

then
the USER_

PERMISSION_DENIED

error
occurs, when there is no link between the manager account authenticated in
the request and the client account specified in the headers. Please check
whether you are using the credentials of the right user.
If you are still facing the issue, could you please confirm the API you are
using and error logs/screenshots without redacting any information?
