Your issue appears to be more related to the client library, that being
said, you may reach out directly to the Python client library owners via
this link <https://github.com/googleads/googleads-python-lib/issues> as
they are better equipped in assisting you with this matter.

Every time I call mutate on the helper, I get the error on whatever the
first value passed was.
I can run it where the value is 0, or nothing is passed there at all and it
will successfully generate the partition tree and push it to the adgroups
(But of course they are excluded because they were given no max CPC)
I am working in Python3, api version v201809.
