Both the StartDate

and EndDate
<https://developers.google.com/adwords/api/docs/appendix/reports/all-reports#enddate>
fields
are available only at the Campaign Performance Report
<https://developers.google.com/adwords/api/docs/appendix/reports/campaign-performance-report>.
For the Ad Performance Report
<https://developers.google.com/adwords/api/docs/appendix/reports/ad-performance-report>,
I'm afraid that these fields are not supported since start and end date
fields are also not supported in the AdGroupAd
<https://developers.google.com/adwords/api/docs/reference/v201809/AdGroupAdService.AdGroupAd>
and Ad
<https://developers.google.com/adwords/api/docs/reference/v201809/AdGroupAdService.Ad>
objects
of the AdWords API. I hope this helps.
