Hi Pem, Yes, cost-per-view (CPV) bidding is only applicable when setting up your ad groups for TrueView Campaigns. Since this type of campaign is currently not supported, then CPV bids could also not be applied. In addition, video ads are also not available via the AdWords API's services.
You may only create and manage them via the Google Ads UI. However, you should be able to retrieve their statistics via the Video Performance Report. I hope this helps.
