Could you please try visiting the Google API Console via the link received in the error response and enable Google Ads API in your project using the steps mentioned in this guide? Please give this a try and if the issue persists, could you please share the MCC Id and the email address used while enabling the Google Ads API in developer's console for me to investigate further?
