If you are looking for a placement suggestion feature via the AdWords API, then I'm afraid that this is not supported. What is available is a way to retrieve placements that you are already targeting. You can retrieve them via the AdWords API reports by using the Placement Performance Report. You may also use the CampaginCriterionService.get() / AdGroupCriterionService.get() methods to get your campaign level placements or ad group level placements, respectively. I hope this helps.
