According to this documentation, Maximize_Conversions is a Standard Bidding Strategy Type, and not a Portfolio Bidding Strategy Type. Thus, it is not possible to add a Portfolio Bidding Strategy of type Maximize_Conversions. Let me know if you have further questions.
