Thanks for the reply. This is unfortunate, because we have a very large 
exclusion list (consisting of over 11,000 websites) on the top level 
management account, and it would be highly ineffective to re-create it on 
each client account. 

What we are trying to implement is exclude all website placements using the 
list on campaign/ad group level. Is there a better method using the API? I 
know platforms cannot be used as negative criteria, and frankly, we are not 
looking to exclude platforms, but rather all websites regardless of where 
they might be displayed. 

Would the following work? Let's say we add all mobile app categories as 
positive placements (biddable criterion) for a campaign. Would this create 
a "white list" where the ads in the campaign can appear, effectively 
excluding websites?
