Hello Rahul,

To clarify this better, what I recommend is to reach out to the technical 
account manager (TAM) or Google Ads representative that you are in contact with 
for getting whitelisted for using Customer Match feature. Please refer to this 
blog post for more details. The whitelisting request is different from applying 
for basic level access token. The basic level access token is not required to 
make API calls against production accounts. Please let us know if you have any 
concerns.
