Hi Guofu, I looked at your request again and noticed that it is an update request and not a create request. The exemption fields are only valid for create requests of ads containing policy violations at the time of creation. The API will not allow you to create those ads otherwise. I also looked up the ad from your request and noticed that it is currently pending review. The fact that the ad was successfully created implies that it did not have any policy violations at the time of creation.
