Hello, It is possible to set up these "bid only" settings even in the absence of any actual criteria of that type. If you have no audiences set up, then the existence of this setting shouldn't affect anything about how your campaign serves. If you add a criterion of the corresponding type to the campaign at a later time, the existing settings will then be in effect. You can always update the "bid only" setting before attaching any audiences to the campaign if the current state is not what you want.
