We do not have plans to publish a Dart library as of now. Google Ads API is a 
grpc API with REST bindings, so all our client libraries focus on grpc protocol 
right now.

We have documentation on 
https://developers.google.com/google-ads/api/docs/rest/overview that explains 
how REST interface works. Our current focus is to improve this documentation, 
so it is easy for users for non-library users to make API calls with relative 
ease.
