Could you confirm if you are referring to the KeywordPlanService.MutateKeywordPlans, that it should create keywords plan in the UI of your Google Ads account? If yes, then I am afraid that this method only mimics the functionality of the keyword planner in the UI such as creating keyword ideas and keyword forecast in the API, and not actually create, then have them reflect in the UI. You may refer to this documentation to read more details about keyword planning in the Google Ads API. Let me know if you have further questions.
