I am afraid that it is not possible to create an account through Google Ads API for an user account / email address account that is not associated yet with any MCC account. With this, you will need to create an MCC account using this user account / email address account and follow this guide to set up your Google Ads API environment. After doing the instruction that I've mentioned earlier, you can now use the CreateCustomerClientRequest to create client account. Let me know if you have questions with the provided suggestion.
