Daily budgets are set only at the campaign level and cannot be retrieved at the account level. The budget set for the campaign should default to the daily budget (if period is not specified) and you should be able to retrieve this via the campaign report's campaign.campaign_budget field. What you can retrieve in the account_budget report is the overall budget set for the entire account. I hope this helps.
