You can follow the example here where it used the target_spend directly, also
in the documentation, you can use "manualCpc", for implementing a standard
strategy :
"manualCpc": { "description": "Standard Manual CPC bidding strategy. Manual
click-based bidding where user pays per click.", "$ref":
"GoogleAdsGoogleadsV6Common__ManualCpc" }
