Since you're trying to disable a platform (Mobile Phone) from a certain location, I'm afraid that this isn't possible. Please note that only a positive targeting is allowed for platform criterion. You can also refer to this guide for the available targeting and bidding options per Criterion. Given that table, what we can think of based on your given scenario is that you can exclude a certain location, then set the platform's bid modifier to 0 if you also wish to opt out of the platform.
