For any conversion related concerns, you can check on this guide (using AdWords API) and this guide (using Google Ads API). With regard to your concern on how to fetch view/click through conversion window for each ad report, I'm afraid that it's not possible to directly get the ctc window of conversion tracker and associate them to an ad. To retrieve this, you can refer to this report (Ad Performance Report) for the available statistics found in the Ad level. In the report, the conversionTrackerId should be available. You can then use the conversionTrackerId, as input for the Id field in order to retrieve the ctcLookbackWindow using the ConversionTrackerService. I hope this helps.
