Since you are using the CREATE operation, could you confirm if my understanding is correct that you are using the Google Ads API? If yes, you can refer to this guide on how to create a sub client account. For creating a test client account, you would need to use your test MCC account. You may also note that billing would not be required for test accounts since its ads will not serve. Moving forward, so our team can further look into the error you are encountering, could you provide the complete request and response logs, with the request-id? If you haven't yet, logging can be enabled by navigating to the Client libraries > Your client library (ex. Java) > Logging documentation, which you can access from this link. You may then send the requested logs using the Reply privately to author option.
