Hi, Thank you for reaching out. The portfolio bid strategy is supposed to be created in a specific client account and used across multiple campaigns in that account. Thus, the portfolio bid strategies created at manager account level would not be reflected when you query BID_GOAL_PERFORMANCE_REPORT for a specific Google Ads account.
