I've tried to navigate on your provided navigation steps; however, can't find on the AdGroup's Targeting expansion settings. Could you share a screenshot via Reply privately to author option instead? As an aside, I've checked on our documentation and found this ExplorerAutoOptimizerSetting which is related to targeting expansion. If this is what you're looking for, you can use the MutateAdGroups then under the AdGroup, you can find the ExplorerAutoOptimizerSetting. Hope this helps.
