Hi, Thank you for reaching out to Google Ads API support. The case you are describing sounds very similar to what happens when you make test accounts. When you first make a test manager account that has no developer token capability and then you make a production MCC account and create a developer token in the production account, you can then use the token for the test account without any linkage between the accounts. Also, a company should only have one developer token. Feel free to get back to me.
