I looked over your code and it matches GetAdGroupCriterionCpcBidSimulations.cs example so I ran the example adding in logging in the 'main' method and logs came. If you cannot get logging to work on the example then you can reach out to the google-ads-dotnet issue tracker for assistance. If you can get it to work with the example then we suggest you match your implementation against the example to see what you are doing differently. From your screenshot I couldn't find anything that could cause trouble.
