Since you're using cross-account tracking, have you checked on this guide? It is stated there that you must opt in your accounts to cross-account conversion tracking from the manager account. You can check on this help center article for more information. If the issue persists, please share to us the complete logs (request and response with request-id). Logging can be enabled by navigating to the Client libraries > Your client library (ex. Java) > Logging documentation, which you can access from this link. You can then send those details via the Reply privately to author option. If this option is not available, you may send the details directly to our googleadsapi-supp...@google.com alias instead.
