Can you share to us your Customer ID so we can also check on our end? Comparing your 2 request structures, I can see that the 1st request contains more segment fields compared to the 2nd request. According to the Ad Performance Report guide, if other segment fields are used, you may get more than one row per ad. As an aside, please note that the AdWords API is deprecated and will be sunset on April 27, 2022. We strongly recommend that you migrate to the Google Ads API as soon as possible.
