Upon checking on the GEO_PERFORMANCE_REPORT's documentation, both CityCriteriaId and CountryCriteriaId returns the ID of the Location associated with the impression and not the actual Country/City strings. From that guide also, you can look up the corresponding name and other information using LocationCriterionService. As an aside, please note that the AdWords API is deprecated and will be sunset on April 27, 2022. We strongly recommend that you migrate to the Google Ads API as soon as possible.
