Hi Evgeniy, I work with Kevin and will assist you. An ad can be used by multiple ad groups. In order for an ad group to serve a specific ad you need an ad Group ad to link the 2. Our Create Ads guide shows that the AdGroupAdSevice can create an ad and link it to an AdGroup.
