I was also told that my best course of action is to get my clients to 
create Ad text so that "$60,167" does not look like a phone number:

"otherwise, the best likely course is to use values that are less likely
to be mistaken for, or do not look like, phone-numbers, in any way,
with respect to google's machine-learning-systems."

Google has a broken product and no one at Google is willing to put in the 
work to fix it.
