One of the counties near me charges $0.50/parcel for parcel data. At volume, that's not a reasonable rate. Others are $20 - $50/layer for the whole county.

Overlay that data with 477 data, fiber routes, etc. and see where to build.

Maybe a little more info on what you are looking for might help.
It is a little work but a cheap way to find high concentrations of businesses is from your tax office. I can go down to my appraisal district, pay $20, and get an excel spreadsheet of every business tax payer in the county. You can then sort those by address or whatever you like. The more sort close to each other with similar addresses the more likely it is a commercial area.

Most tax offices also have map servers now. One of the layers is likely a zone map that depicts what each area's use is zoned for.
