Yes Verizon and AT&T both have RF teams equipped with COWs they deploy to
troubleshot issues.  Big issue currently with new cellular provider across
border interfering with their towers within two miles from border.
I saw them working near my home for about two weeks setting up more
antennas on existing towers along with COWs to fend off noise.   Many users
switched to T-Mobile ....my phone works mostly in 600Mhz or 2100MHz in
certain parts of town.
As for Part 101, you have recourse...use it...
