Yes, I have removed enough to find that there shower heads that it doesn't seem to make a lot of difference.  I have also found shower heads that had a second, hidden, restrictor, and cases that the house flow didn't have enough to support the open head.

I bought a bunch of bath/shower fixtures for a remodel last year that were full of warnings about how they can't be shipped to or sold in California because they aren't low flow enough.
