For quick and easy monitoring of lower-priority sites (e.g. relatives' homes) I recommend putting a static IP on their CPE and allowing pings, and making a free account on a site such as https://uptimerobot.com/pricing/ . If either the internet or power goes out, you get an email within 5 minutes. You can also setup additional monitoring to differentiate those causes by putting the CPE on a UPS and putting a simple NATed web server behind it (not on UPS).
