If it's anything like Wisconsin they will say that you have to prove that they 
qualify as an independent contractor.  One of the main qualifiers for being an 
independent contractor is that they can ONLY use your own equipment or tools, 
employer cannot provide any.  That disqualifies most......

If they make less than $600 you don't have to file a 1099. I'd put it down as 
contract labor with a name. Just make sure you don't pay them more than $600. 
If you are getting the same guys over and over, then it's 1099 time.
