I do these if you want help. For the deployment, I would just need a polygon (KML from GE is fine) around the homes you pass. I can create a spatial query against the census blocks as I already have a spatial DB set up for this. If you need subscriptions as well I can do those but I'd need a bit more info. If you have a DB with the block data, you can do it yourself.
