DHCPatriot is the ISC DHCP server with a web front end and with commercial
support.

If you are happy with ISC DHCP then you don't need DHCPatriot, but what you
get is they maintain the box including software updates and such, they'll
provide tech support if you need to know how to configure something, and you
get a web front end instead of the text config file.  

Whether that's "better" is subjective, but some companies think it is.  My
current employer among them.

I need to spin up DHCP.  Another company I am affiliated with uses
DHCPatriot.  No idea why it is better than free DHCP.  Any recommendations?
